He actually comes into Naruto as Tobi trying to become an akatsuki member looking for Sasori's ring!.
Teamed up with Deidara
and it reveals that he is Madara Uchiha when He is seen giving orders to Pain and Konan!.
The only people who know his true identity or had any suspicion he was still alive was Zetsu, Pain, Konan, Itachi, and Jiraiya (Jiraiya Had a suspicion he was still alive but not sure!.)
