some would argue because gaara is the kazekage!. but he is only that because he had the 2-tailed beast within him, and also because his father was the previous one, and he's grim enough to be a leader!.
some would say kakuzu becuase he is a member of akatsuki!.
yes gaara would best kakuzu with ease probably if he still have the 2-tailed, but let's get real people!.!.!.!.he doesn't anymore!. so that's a whole bunch of power taken away!.
and i've seen that some have said that since gaara is the kazekage that he would beat kakuzu!. but if you remember kakuzu once battle hashirama back in the day!. so he has faced somebody who was of kage status!. and with his 4 extra hearts he would slap gaara around like a rag doll!.
so my choice would be !.!.!.!.!.

Kakuzu definitely!.!.!.!.!.simply because Gaara is NOW without the Shukaku and Kakuzu is an Akatsuki, he didn't get in for no reason
