Most comic book fans, hardcore and casual, would agree unanimously that would have to be the Flash; all the Flashes could run at the speed of light, one of them could even travel through time!. also, while not a DC superhero, another famous speedster, Sonic the Hedgehog, can also travel through time; the game Sonic CD answered the question, once and for all exactly how fast Sonic is, and, he hits certain posts (because its gameplay), he runs fast enough eventually he'll disapear into a time warp!. I like Sonic; he's cool, way better than Mario! I'm sorry but, Sonic the Hedgehog was the first video game I ever beat; even though I played on Atari and Nintendo a lot (mostly at friend's houses), even when I eventually got my own, I never beat Mario Bros!. However I worked hard, earned some money mowing laws, got a Genesis and beat Sonic!
Alright, getting off the tangent; obviously any Green Lantern can move faster than the speed of light!. Because the Lantern corps are the guardians of the universe, by all rights those power rings let them travel faster than light!. Oh yeah, Superman, that depends on which one you are talking about!. The Golden and modern age Supermen are slightly slower than the Flash, actually I think half as slow!. The Silver Age Superman on the other hand, is much faster!.
Lets see, who else!? Probably, also, Captain Atom, because he is made of pure atomic energy but besides that, he can manipulate ANY kind of energy, so he can travel at any speed!. Then there is the android Amazo, depending on how he is rendered; sometimes he's a pushover easily smashed by the likes of Batman, other times he's a near omnipotent monster on the same league as Monarch or Superman Prime!.

All of the Flashes can move at least at the speed of light, but some are faster than others
