at first, when we learned about the leader of the akatsuki, and saw shadowed pictures, people guessed that he was the fourth hokage because of the structure of his hair!.
but just recently we have found in the manga that pein is not the fourth!. in fact, when minato (the fourth) was on a genin team yet, pein was with yahiko and konan in the rain village, being trained by jiraiya!.
still, some people assume he's the fourth in disguise, but i don't believe that theory since we now have a background on pein!. if you want to read it, go to www!.onemanga!.com, click 'naruto' and go to chapter 369!. that's where jiraiya is just learning of what his powers are!. the actual flashback of pein's childhood is chapter 372!.
