It's hard to say which anime is the best, because there are so many good ones out there!.
But so for what i have seen over the years

Of course there's naruto and bleach which are probably viewed by millions of people each day, since it goes on and on with the action suspense and story!.
Then there's the melancholy of haruhi suzumiya and lucky star with there epic dances and characters xD there's so many parodies using other anime too with those dances on youtube etc

Depends on the category, if your looking for general reviews there are some on anime news network!.!.!. in my opinion a couple of the best ones would be:
- Hunter x Hunter- long but worth it, lots of fighting and exciting story line with plenty of surprises and awesome characters
-Shining Tears X Wind- a bit slow in the beginning but after a while it becomes totally awesome though the main character is a jerk!.!.
- Chiko Heiress of the phantom thief- pretty fun, mystery type though, pretty cool though and a real brain teaser!.Www@Enter-QA@Com

It's hard to say which is the best because there are so many different genres!. It's not easy to compare animes of different genres!.!.!.but just so you know in the top 100 animes of tv asahi, it's usually neon genesis evangelion or fullmetal alchemist who ranks first!.!.!.!.
