It was "Me and My Arrow" (Me and My Shadow is a different song) and it was sung by Harry Nilsson!.

The premise of the story dealt with racism and/or non-conformity!. The main character, Oblio, is a boy who was born with a round head but he lived in a place where everything needed to have a point (by law)!. His parents make him wear a cone on his head so he has a point!. But he is eventually abolished from the town!. So he hits the road with his dog Arrow (hence the name of the song) and finds out that the world is a diverse place and it's ok that he doesn't have a point!.
I remember seeing the movie on TV as a kid (I was 9 at the time) at my grandparents house when my parents went out for the evening!. It's a simple story but makes a big impact!.Www@Enter-QA@Com
