He started with the Kanto region, the region with the largest population, and would have continued to show the message throughout Japan until he he found a responsive region!.

the first of the criminals killed were only broadcasted in japan!. also L was putting a news cast that he was looking for the killer, but only in small areas at a time!. he started in japan in the area where Light lived and Light used the book to kill the person on the new cast pretending to be L, which told L that kira was in Japan!.
