If you notice, Casper's head & face looks like Little Richie Rich!.
What probably happen is all of Little Richie Rich's friends including the butler killed Richie (probably blunt force trauma to the back of the head, just like the bad guys do it on C!.S!.I ) they knocked him off, so that they could take his vast inheritance and fortunes!.
Being dead, and arriving in the afterlife with amnesia (it happens when you get hit in the head)!. The dead people there named him Casper, told him he died from pneumonia, and sent him back to Earth to wander around as everyone's favorite "friendly ghost"
