Help me find this cartoon?!

There was an American animated series back in the '90's I used to watch but now I can't remember the name of it!. The series was focused around this group of dogs from around the world who looked like regular dogs, but when trouble was going on, they could somehow transform into these human like dogs!. the main character was like a golden retriever owned by the president!. there were also i think a french dog and a german dog!.
