Though the style is the same as Chi from Chobits I do not think it is her, she has silvery hair (If I recall correctly!.)
To be honest it may take me a little work but given a little while I sould be able to give you (if she exists at all) what anime or manga she is associated with, got to go to class first though (darn college) ^_^
