Yes that's true but remember naruto wasn't the only one to get that far, but as kaze stated the exams never ended!. You see as you might know the village was attacked by orochimaru, the sand and sound village before it could end!. Even if it would have ended the decision is not based on ability alone by that i mean the last man standing it was not a contest!. The chunnin exams are created to test the ninja's mental ability as well as their physical!. Naruto failed that part and he wasn't seen as an adequate candidate for chunnin!. But don't worry when it comes to physical ability naruto is ranked above s-class(though of course no one would admit it)!. Anyways he simply needs to mature once that happens the premise of the show and naruto's goal will be acheived he will become hokage!.Www@Enter-QA@Com
