Well if you mean if Sasuke can do the futton reasegan,well no because he doesn't have the wind charka element,unlike Naruto who does Sasuke as the lighting element!. So it would be kind of impossible for Sasuke to use it unless he delvope a wind element!. This could be one of the other reasons why Kakashi had taught Sasuke how to use the chidori as both Kakashi and Sasuke are both lighting elemental types,so he would teach Sasuke a lighting element!.
also this was really meant for Naruto because it was a technique that he would have learned and devolped that he can all his own!.

As far as I'm concern, Naruto's the only one who can do it because he's the one that created it and only rare wind chakra types can do even try to make it!. also it damages the user so much that even Naruto suffers great damage to itWww@Enter-QA@Com
i think sasuke could learn it since rasengan is basically chakra control cept instead of wind element he could apply lightning elment!.Www@Enter-QA@Com
