Answers:
Firstly and foremost, companies need to get the license for a series!. That's most important!.

Then they get a translator to watch the series/movie and he/she translates the scripts!. After this the script is normally sent back to the original company!. They go over it and list anything they want changed!. The translator and a few others go over it, make changes, and then send in the completed script!.This script is the basis for the dub script and the subtitle script on the DVD!.

Then the (I don't know the 'professional' name, so we'll just call them dubbers) watch the series and decide how to tweak the script to fit the mouth flap, or the movement of the mouth on the character, to match the most!. This can take awhile!. When the dub script is complete, then voice actors are sought after!.

When the VAs complete their parts, a sound technician team matches the English lines to the mouth flaps and adds any necessary changes!. Then Marketing is consulted!. If they can sell their product from an outlet, the product is shipped there and waits on the shelfs until someone buys the product!.

That's the basics of what happens when producing a dub!. It's a lot harder than one thinks, huh!?

They do nothing with the animation itself! They just try and match the english words with the mouth movements! It is pretty tough! Most times the words that are said in english aren't exact translations of the japanese phrasing because otherwise it wouldn't fit with the mouth movements!

When the voice actors are recording they also look at the clip they are recording for, as they do it! It helps them get the emotion in their voice! It seems like a tough thing to accomplish isn't it!?!

I personally like the original japanese audio better though! ^_^Www@Enter-QA@Com

They translate the scripts, and rewrite it so that the english words match the lip movements on the show

if you watch a sub and a dub, you'll notice the words used are totally different (sometimes because of censorship too!.!.!.darn FCC)

like sometimes stuff that'd take 2 seconds to say in english has to be dragged out to 5 and stuff like that

pretty easy to do, just really time consumingWww@Enter-QA@Com

the anime characters mouths just open and close there is no real change in shape if you notice so its all on making sure the person talks as fast as the characters mouth is moving they might add some slides to make the scene longer but if you notice sometimes the person will finish talking before the anime does this is why

as far as i no though they dont add slide i just think they might but they dont change the anime at all it stays the sameWww@Enter-QA@Com

No they don't mess with the video too much, slight cuts due to FCC reglations!.

However, the audio is done with mics in a soundproof room so that the audio isn't lost!. Www@Enter-QA@Com

They translate the dialogue then record over it to match the lip movements!.Www@Enter-QA@Com

They use voice overs with high quality pro machinery!. Www@Enter-QA@Com

i think they make the all over or they just change the movements of the mouth i wouldn't knowWww@Enter-QA@Com
