Madara used Tobi as a cover!. He acted as a playful, child-like character around the Akatsuki, I guess to have everyone underestimate him and think he couldn't be capable of doing serious, dangerous things!.

OH that is weird!.!.
Its like when he was partner with Deidara, he seems to be like the back up guy that was weak,
but then when Diedara died, Madara/Tobi became more leading and powerful with Sasuke!.
