Really it depends how they are portrayed!. I always saw the Riddler as more intelligent!. That was part of why he used those riddles as clues!. The Joker may have been more diabolic or maniacal, but wasn't more intelligent!. I'm not as sure how the comic did it to be honest!. I watched the Animated Series back when it was on Cartoon Network!. So Joker may have been more evil but riddler was more intelligent in my view!.Www@Enter-QA@Com
most definitley the joker, yeah the riddler used riddles n all but joker did everything in his power to keep his power as a criminal , he dont trust any one, kills his associates when they're no longer useful, plans his way out of jail/asylums, every time you think he is gonna die he cheats death, he can scare and manipulate others, always gets under batman's skin and make him snap, he was a psychotic genius in which no jail or asylum can't stop him from killing/cause mass destruction in gotham
