If you're talking about the last episode of the second season, that would be Episode 78: "Until the day we meet again"!. This was the episode that aired in Japan last February 25, 2006!.
2) Is it still being made!?
Yes!. It's still being made!.
The series went on hiatus for a year and a half since the end of Season 2!. However, by October 2007, they started airing a 5-episode OVA spread over 6 months (1 episode at the end of each month from October to March, except for January)!.
Then, on April 3, 2008 Kyou Kara Maou officially began its third season with the episode: "Maoh, Once Again"!. There are 26 episodes planned for this season, which is expected to end on October 16, 2008!. Right now, they just finished airing episode 14 of Season 3: "Moon Reflected in Water" last July 3, 2008!. They took a 2-week break and will resume with Episode 15 on July 31!.
3) Will it still be translated into english!?
As for official English releases, the first 78 episodes from Seasons 1 and 2 have already been translated into English under the title "Kyo Kara Maoh! - God (!?) Save Our King!" by Geneon Entertainment USA!. The official website for Geneon Entertainment is at http://www!.geneonanimation!.com/!. They also have an official Kyou Kara Maou website at: http://www!.kyokaramaoh!.com/!. Regarding the third season, it hasn't been licensed yet, so there are no official English translations at the moment!.
However, if you're talking about fansubbed versions, you can easily find English subbed versions up to the latest Season 3 episodes in video sharing sites like veoh!.com!.

1!.) last episode is episode 78 its all about how yuri defeated soshou and how he, shori and murata got back to the real world but they wont be able to return to shin makoku!.!.!.!.!. however, yuri was able to return ti shin makoku using his own powers that even surpasses of king shinou!.!.!.
