The Fuuton: Rasengan,is just the normal rasengan Naruto use all the time from after which he had trained to cobime is chakra element into the raseganwhich he did,meaning spinning wind,however Fuuton: Rasen Shuriken,is differenet in that it was a new rasengan Naruto create which was even more power the the orginal!. This was done my combing Naruto's charka element of wind to the rasengan,by doing this he had created a new rasengan and name it Fuuton: Rasen Shuriken!.

Rasengan was a ninjutsu technique developed over the span of three years by the Fourth Hokage!. The technique was taught to his sensei Jiraiya, who then passed it on to the young ninja Naruto years later!. Like Kage Bunshin, Naruto would adopt the technique as a signature move and make it all his own!. The technique is unlike other jutsu in that it does not require any handseals, it just relied on the ninja's ability to mold chakra!.
