If you mean who is better at tennis then!.!.!.Tezuka was superior to Ryoma in the beginning and half throught the OVAs!. But in the end of the manga *SPOILER ALERT* when Ryoma defeats Yukimura Seiichi, Sakuno's grandmother had said that Ryoma has surpassed every single tennis player in the Nationals and has become #1!. Which means that he has surpassed Tezuka as well!. So Ryoma is better at tennis than Tezuka!.
