Washington - Sakura-Con (Seattle in late March/early April)
Washington DC - Katsucon (in February)

As far as Utah goes, the Latter Day Saints dominance is almost certain to prevent any anime conventions in Utah with the possible exception of Salt Lake City, and even then it isn't likely that Salt Lake would have an anime convention!. The closest city to Utah that might have an anime convention would likely be Denver!.
Try searching on Google using "anime conventions" as your key words!.
