Releasing a fan-sub depends heavily on the group's:
-General skill level (translation accuracy & knowledge, along with just fast-workers)!.
-"Streamlining" (think readied production line, & distribution of the files among its members & later the public)
-QC (quality checking / control)
So disregarding delays due to personal lives & "research" times (asking translations on a certain kanji, hiragana, & katakana, or for "intellectual explanations"):
Overall fansubbing times for a 25min episode can range from as little as 3-5 hours (usually by speed-subbers with virtually no quality checking), and up to 15-20 hours of actual "work time!." Add another ~hour+ if they're doing the Karaoke of the opening & ending songs with all the special effects!.
If you include delays, then the process can stretch up to weeks (usually a missing translator, researching an intellectual fact, or someone is on vacation)!.Www@Enter-QA@Com

It depends because not only do you have to make subtitles, you have to put them in at the proper time, encode the episode, and do do various other things before it is complete!.Www@Enter-QA@Com
depends on how long it is!. it may take 24 hours, 2-3 days, worst case 1 week!.Www@Enter-QA@Com
