Well, as far as OVA/Movies are concerned, then I would say 5 Centimeters Per Second has the best graphics (nowhere near best story- but that wasn't the question)!.

Edit: I was having a tought time to come up with a TV series with best graphics, but I think I'll throw the brand new anime Real Drive out there!. It's very pretty!.
