I believe the first one is during the enies lobby arc (I can tell from Nami's skirt)
the second one is during their adventure in skypea, it's exactly where they were about to leave stealing all the gold
{EDIT} I've checked my one piece DVDs, the second picture is from episode 194, it appears during the first minutes!.!.!.

The first one is the part of Enies Lobby arc!. when Luffy and the others are going to get Robin back from Cp9!. Luffy and Nami were on the roof after Luffy snuck into Iceburg's room!.
About episode 239-240!.
The second one is from Skypiea arc!. After the BIG party with the Sky people and Shandians!.!.!. All the crew were sleeping peacefully then Luffy woke Nami up to invite her to steal the golds!.
