I recommend Ouran High Host Club!! its really humorous, and theres a little bit of drama and romance in it too!

Try ef: A Tale of Memories~ it's a beautiful series with art/animation based on a game by Makoto Shinkai~ (director of such Anime movies as 5 Centimeters per Second, The Place Promised in our Early Days, and Voices of a Distant Star~ I recommend all of these as well ^__^)~ It is very dramatic, especially towards the end!. Definitely well worth seeing

Kanon 2006 is a great romance/slice of life Anime series~ There are some sad moments, but they do not last the entire series!. I would say give it a try~ so you could tell whether or not you can handle it!.

Although you ask for more romance and drama than comedy, I have to mention Lovely Complex~ it's by far the best romantic comedy I've ever seen!. Bokura ga ita!. ( The drawing is not that fantastic, but it definitely has its fair share of romance and drama)

And actually, all the good drama animes which i watch and read are listed here by aloev9 so nothing much more to say!.!.

And i recommend especially NANA and honey and clover!. Honey and clover has a storyline that has enough comedy at the right parts to stop you crying at every episode!. And yet it fits your criteria of drama and romance!.
