It will probably come out in the States as soon as the first movie is finished and the DVD is released!.
As for the subs!.!.
You can't watch it right now!.!.
The DVD of Bleach: DiamondDust Rebellion hasn't come out yet!. They can't do subs without the DVD!.
The DVD is either going to be released at the end of this month or in August!. After that, it's going to take them about another week or so to do the subs!.
So you're either going to be able to see it sometime in June, or sometime in August or September >_<

It was in theaters in Japan in December!. Fansubs of the movie cannot be made until the movie comes out on DVD in Japan!. An official English dub of it can't come out until the dub company gets a hold of it, which can take practically forever!. I don't know if it won't come over here, but I'm pretty sure it will eventually!.
