Thats a good question!. I always wondered why he doesn't bother to put on some pants but when he's caught without his shirt he doesn't cover where his shirt would be, he covers where his pants would be!.
My guess as to why he has no pants: a duck would look awkward with the butt part sticking out of it's pants!.
