Yes and yes!. ALL eye related techniques are passed on to the next generation!. This can only change IF mutation takes place!. When the great Tengu married a girl from the main branch of the Hyuuga clan, the sharingan is born!. So if Naruto and Hinata have kids, they'll definitely have the byakugan!. However, since Naruto has the 9 tails in him there's a probability that a new bloodline of eye technique will emerge!. Anytime there are traits and eyes technique from either side of the parents,in this case Naruto and Hinata,it is a defiantly possibility that there could be the byakugan in a child that Naruto and Hinata would have!. As well as any traits it is defiantly possible that the byakugan blood line limit could be passed down to the next generation!. However,there is also the matter of Naruto Kyuubi because of this it might change the out come there child having the byakugan blood line limit,and might even create a new blood line limit all together!.
