The Surfer was only defeated by Galactus!. In fact, Marvel Comics issued a What If!? issue where the entire Marvel Universe fought the Silver Surfer!. I believe the issue was entitled, "What If, Galactus had devored the earth"!? Or something like that!. The Surfer destroyed every Marvel hero, villain and entity including The Hulk and a standstill battle to the death against Thor the God of Thunder!.
In a very rare FF issue when the Silver Surfer was introduced, Galactus had to silence the Surfer for betraying him!. That is the only known character that I know of to defeat the Surfer!.Www@Enter-QA@Com

Silver Surfer is a bit overrated!. I actually liked the idea in the FF movie where He becomes powerless without his board!. Pre-Crisis Superman became boring too when he became so powerful that no one could challenge him!.
THOR actually defeated Surfer once!. I think he could do it again!. Mjolnir is VERY powerful!. If THOR taps into all the powers at his disposal he can take out the Surfer!.
