This is really subjective, I suppose -
Stan Lee certainly stands out as one of the most prolific, as the creator (or co-creator) of some of the best superheroes - Spider-Man, Fantastic Four, Hulk, Avengers, etc!.
Some of the most acclaimed work created by Alan Moore, like "Watchmen", and Frank Miller, like "Dark Knight Returns" also stands out!.
For me personally, I really liked John Byrne's work on Fantastic Four in the 80's, and Walt Simonson's run on Thor!.Www@Enter-QA@Com

For my money, it was Jack Cole!. Dick Briefer was also a good writer/artist, as was Will Eisner!. Cole was a real innovator and contributed a number of remarkable ideas to early comics, and his best work, "Plastic Man," is arguably the best long-running character of the entire Golden Age of Comics!.Www@Enter-QA@Com
There are so many great writers that are iconic in the industry, but I feel the best has to still be Stan "the Man" Lee!.
You have various people that will forever be known for their creation (Bob Kane - Batman, Siegel and Shuster - Superman, Gardner Fox - Flash, WIll Eisner - The Spirit, etc), but Stan has created (or co-created with Jack Kirby) 99% of the whole Marvel universe!.
Plus, he was also one of the most prolific writers in the 50's and 60's!. He wrote most of the romance, war and horror comics for Timely before they became Marvel!. He even became larger than life in his own right with his own catch phrases that still are associated with him!.

Frank Miller and Alan Moore have already been mentioned but I will say Art Spiegelman also he wrote Maus: A Survivors Tale about his fathers survival of Holocaust!. That story is a must read in my eyes!.Www@Enter-QA@Com
