I watched this movie on Cartoon Network in 1990's Can You Help?!

Help me find this movie it was on cartoon network in the 90's I think!. I think the movie was an anime and it was about this war that was going on!. The human where fighting this weird(not aliens) race they came out of the sea and and where in these weird machines because they couldn't breath out of water!. And I think the main character a guy he's shooting at these machines and he manages to take one down and this girl falls out of it, but she can't breath and he feels sorry for her so he carries her back in the water where she bits him and and swims away!. This weird race I think that they're like have fish or marine animal and they're fighting a war against the humans/land people!. And the creator of this race is an old man and the fish race regard him as a father figure!. And the fish race don't really look like fish (well some do but the girl didn't)!. And the main guy character he I think ends up shooting the creator!. And also the girl he saved started to like humans!.Www@Enter-QA@Com
