The Central 46 is the judiciary reform who creates laws that governs the whole of Shinigami/Seireitei and indirectly the peace and harmony in Soul Society!. It was not accessible to any ordinary Shinigami so as to avoid getting mixed-up with politics, abuse of power and stuff!. Shinigamis also can't just wander around where the Central 46 resides, it's strictly controlled by specifically-appointed guards!. To think that Aizen, Gin and Tousen, a mere group of three, could actually gain the whole control of Central 46!.!.!.Www@Enter-QA@Com
