Brock didn't catch Vulpix but instead is raising it for another breeder, Suzy (I believe that's her name)!. Later in the series Brock gives the Pokemon back!.

Brock was given vulpix by a girl named sues but she got Vulpix back later on!. it was a few episodes right after misty had just gotten psyduck that brock got vulpix, i think!.Www@Enter-QA@Com
