Lol well there are a couple of reasons!. Its possible he could have wanted something different then something he always see in the village all the time!. Like dumplings,Ramen etc!. I also think it has to do with his family and culture around him that influences him to eat meat!.
also actually Naruto takes place in a modern time period however the whole plot/story and village still use Japanese culture!. Although they do not have,weapons such as guns,or anything like that,expect for some modern technology like a tv!. So,because its still a Japanese culture it still takes place in modern times,so a cheeseburger would be some what modern!.
