Neliel Tu was the 3rd Espada. Nnoitora tried to kill her by Syazziel's plan, but was turned to a kid instead. However, he true form comes out when Nnoitora was near of killing Ichigo.
From the past she always had the advantage of winning against Nnoitora, however, since it was a long time ago. It seems like Nnoitora had the same power as her or even more powerful than her.
Also, the truth about her brothers was they were actually her Fraccion. Fraccion are like minions of an Espada, every Espada has a Fraccion consisting two is probably the most common number.
Edit : about the anime it will still be maybe next or the after that, since Ichigo and Grimjoww are still fighting.
yes she does when ichigo fights arrancar #5 (forgot name), after she turns into her real form u learn more about her and her relationship with #5 (not love) and how she became that way.

yes, she has a true form, and she reverts to it when ichigo is getting murdered by espada 5, though she changes back halfway through the fight. she's pretty strong.
if you want to know a lot about her and her relationship with the 5th espada (who she was once stronger than and maybe is now, too), read the later manga chapters. basically he's the one who turned her into a baby by whacking her on the head one day; he was always trying to fight her and beat her because he didn't feel a woman should be in a position higher than him (she was 3rd espada).
