And It Is Rumored That The Concealed Member Is The Fourth Hokage. But I'm Completely Clueless. So Yeah, Inform Me Please. And This Is My First Time Using Yahoo Answers So Im Obviously Despirate For This Answer. Thank You.

Yes it is Tobi,who had concealed himself as Madara Uchiha. Madara had taken the disguise of Tobi so,that he could become a member of the Akatsuki (even though Madara/Tobi had created the Akatsuki). He did this so he would look as if he was part of the team,but in reality he was really the leader of the Akatsuki. Even though Pain tends to show himself as the leader of the Akatsuki,it really is Tobi/Madara.

It hasn't been completely confirmed. But in the lates chapter it is pointing towards Madara Uchiha. The 4th hokage never even had the Sharringan, and I doubt he stole Obito's.
Tobi- for now is considered to be one of two
either Obito Uchiha (seen in the Kakashi Gaiden)
or Madara Uchiha, the founder of the Uchiha clan..

Its Madara Uchiha who u know as Tobi now.the 4th has nothing to do with akatsuki.he died a long time ago after defeating the nine tailed fox
Im leaning towards Madara..because its often rumoured ( and i have a 90% chance to think that it is....) that Tobi is Madara...Obito wouldnt be nearly strong enough to match Madara. Remeber, Madara/ Obito tried to kill/ weaken Itachi before the fight w/ Sauske...Madara DOES have the power to do that....
