Yes. I remember watching it in the mid 90's... around 94, 95.

yep i used to watch it as a child years ago the hulk had a few appearences on the show war machine was my favorite
first it was a comic book than came the cartoon
There was also a *much* earlier series, from the middle '60s, made in the 'limited animation' style...this featured a variety of 'still' art clips from the comics, which were moved across a background of comic art, not necessarily from the same scene or same issue.
Made at the same time, in the same style, were series featuring Thor, the Submariner & the Hulk.
These were already 'old hat' at the time I saw them, around 1970, after getting home from school.
Also made at the same time, but not nearly as inexpensively, were (separate) series featuring Spider-Man and the Fantastic Four. These were made for Saturday morning, and actually had a bit of a budget.
