Okay, this may sound outdated but how do I get bulbasaur in Pokemon yellow?!

Make Pikachu happy. You know how you can look at Pikachu, press A, and a little screen pops up showing how he reacts? Yeah, he needs to be happy, and when the lady sees that he is happy, she will gladly give you bulbasaur.
I forget what level of happiness he needs- it may be hearts, or jumping up and down. I forget. Just don't let Pikachu EVER faint while you are working on this. Give him some random items that increase his stats, if you can. And just continue to level him up. Eventually he will be happy, and when he is go talk to the lady, and she'll give it to you.

Your Pikachu must be happy and around (or even above) level 20. If this is not to your liking there are many gameshark codes that will allow you to cheat your way into possessing a Bulbasaur.
