Rurouni Kenshin is the best one to me. It has action, it also has plenty of suspense/drama and emotion. But not soap opera like lol (not saying FMA or Wolf's Rain is but I just wanted to be clear). It also has a great storyline, a very powerful and moving plot. Its characters are also great. They're pretty deep (the characters). And there are so many people one could relate to on the show. Also, its fights don't last ridiculously long usually. Yes a couple take a few episodes, but it takes shorter than shows like Bleach and Naruto. I love both of those animes, but sometimes they overextend fights in those (like naruto, kakashi, sasuke vs. Zabuza and..forgot the guy's name, but it lasted so long)..!
I just think Anime is the best PERIOD!
