What do you need to create an anime?!

I would write everything down, keep updating it constantly, and when you have the resources put together an animation team. You need to have 30 frames for a second of animation, and you generally need some level of training to accomplish something comprehensible, so get some drawing lessons and read up on animation. The Illusion of Life is a really good book to start with.
To actually animate something, you'll need a lightbox, non photo blue pencils, a regular 2h pencil, micron pens, glass panels, background paintings, and access to adobe premier and the cell camera.

Ok, so start DRAWING your story, at least the main characters (the computer can do all the rest) and take it to a anime agent.
U need to be good in drawing and imagine chacter if u want draw on book but on computer u must be good on photoshop
start out with making up your own characters and draw them out, a profile of them. then you should start doing some rough drafts(sketches) that are light so you can edit it alright. you'll need ink pens, and toners. and um... be good at drawing backgrounds!
or have a group of people work with you on it.
