13 episode titles does not mean it's only going to be 13 episodes long, it just means that there's going to be AT LEAST 13 episodes. Until there's a number next to "Number of episodes:" like in Fruits Basket (http://www.animenewsnetwork.com/encyclop... ) where it's 26 episodes, then it's still an undecided number of episodes. Right now there is no "Number of episodes:" in the ANN page for the Vampire Knight anime, just "Running time" and 13 episode titles with dates.
I think the VK anime can last up to 26 episodes since there's 8 volumes of the manga, but that doesn't mean it will be that long.
Just wait and see. And hey be glad VK is going to be animated in the first place. I'm so excited. =)

What's the source that says 26 episodes? If it's an unreliable source (for example youtube/veoh/crunchyroll comments, or answers on Y!A) I would say don't believe it.
In my opinion the manga is long enough for there to be 24-26 episodes at least. To me 8 volumes is long enough, but that doesn't mean it will be that long, like Fruits Basket the anime didn't cover everything in the manga.
Sometimes how many episodes long a series will be isn't known until midway (or more) through the series, like the number of episodes for Lovely Complex wasn't until (don't remember the exact date) at least halfway through.
