1. Naruto (c'mon he's got a nearly unlimited chackra supply)
2. Pein or Nagato( the akatsuki guy with the rennigan)
3. Tobi (whoever he is, he didn't even break a sweat while playing with Kakashi and the other seven team members)
4. Tsunade(one of the legendary three)
5. I would give this one to either Sasuke or Kakashi
The reason why i can't choose between sasuke and kakashi is because they've both got the sharingan. The difference is that sasuke is an uchiha which will enable him to use it without sacrificing too much chakra, but kakashi makes up for that with his years of experience.
Oh yeah, since Jiraiya is presumed dead, then i couldn't put him in. If he was in the list then he would rank 3rd or 4th.
