Apparently the only pants that come in Hulk sizes are purple. Dr. Banner found the only Big and Tall store that carried the Hulk's size, and bought up all their cheap, irregular, torn purple pants.
He then had to sew these giant purple pants into the lining of all his regular clothes, so that when he turned into the Hulk, the rest of his clothes would be torn away, but the pants would remain.
You can't have the Hulk running around naked - think about it.
Or, maybe the gamma radiation has a strange side effect, expanding Dr. Banner's regular slacks and turning them purple in the process...

I think it had to do with the color showing up on the green skin. The Artist's preference I think. Of course in the TV show, he wore about anything.
When Banner turns into Hulk, his skin leeches all of its red out which is what causes him to turn green. The red, combined with his blue jeans, turns the jeans purple.
