I know what you talk about i saw that ova on adult swim long time ago it called READ OR DIE its sequel of a tv show called Read or dream. The girl you talk about is name Yomiko Readman aka Agent Paper
maybe from the read or die series did she have any "sisters"
R.O.D. (Read or Die). The anime you saw was an OVA of a manga by the same name. Then there is R.O.D. Tv which is an anime series that picks up years after the events of the OVA and starts off with a new cast of characters but all the characters from the original come in later in the storyline. Both, really good. R.O.D. Tv is one of my favorites, really good action, story and character development.
