well yes!
almost every uniform is sailor themed, that's called "seifuku"

    ..well, the uniforms in Japan are actually cute and they look almost exactly of those in mangas or anime...but in the manga or anime, they make it a little bit exaggerated..too short...but actually, it's short but just above the knees...they are sailor-themed for ordinary schools maybe and prettier and cuter uniforms for more expensive schools...that's what I think...
    I've seen Japanese students come to my schools on exchange trips, and most of their uniforms aren't sailor-themed. Instead, they had conservative looking blazers and ties, even the females.
