Anime = animation that comes from Japan. So yes, only Japan can produce anime.
Of course many countries try to emulate the styles produced in anime, and Japan often will outsource certain parts of the work for a particual anime to places like Korea.
edit: Oh, and one more thing. The way I was using it is the English understanding of the word "anime." In English the word means exactly as I have described it- animation from Japan. However, in Japanese, anime simply means animation. That means anythin that is animated, reguardless of where it is from, would be considered anime in Japan. So stuff ranging from South Park to Micky Mouse would all be considered "anime" in Japan.
