Watch it in the broadcast/TV order and not the chronological one.
I watched it in chronological and had friends do the same. We discussed it and feel we missed out.
The epic climax of the series, when watching chronological order, is on like episode 6 and the rest seems like "wtf filler" after seeing the epic climax. It's just not a good idea to watch it that way if you want the best from the series.
Also, skip 00. It's an awful episode.
Although it has these problems, this is still one of my favorites(falls shortly behind BECK and Great Teacher Onizuka).
Doesn't really matter that much in my opinion. Chronologial makes more sense, but I enjoyed the humor/craziness of not really getting it until the end.
One of the fun things about this anime is that it was broadcasted out of order. So I would suggest that you watch it that way. I did, and I still get it. ^-^
