Well to start there has been though that Tobi is Madara Uchiha,there has been idea of this as he said Tobi said that he had Madara's powers,but we can say 100% that Tobi his trully Madara.
However we also think that Tobi could possibly be Obito,as Tobi and Obito have the same personaltiy,as well as hair and the one eye that shows through the mask. Which gives the idea of it being Obito.
Although we have seen Tobi start to take command as well as give Pain orders,therefore showing that he is stronger then his is. As well as it bing that Madara was the one who created the Akatsuki,so it would make sense if he was the leader,as well as being Madara.
Honestly currently there is know soild proff of Tobi being Madara or Obito. Although there is more strong evidence leaning toward Tobi being Madara. Beside we have seen Obito die after he was crushed by the rocks. Although its a theroy that Madara had taken his Obito body,in order to hide his apperance from enemy's.
