Question: Does it mean that their still putting them up but cant becuse their not translated? That the manga isnt out yet? Or that they havent had enough time to put them up yet?

It could be any of the reasons you just listed, there are alot of ongoing mangas and some of the mangas people post on those sites aren't finished and so other people come in and help, sometimes that is. I guess, that is what it is like on the site i use and it takes forever for some people to update the manga.
iT MEANS THAT IT HASN'T ENDED YET! Ongoing means that the creator is still making chapters!
