UHHHHHHHHHHHHH! that's the easiest question ever GOKU of course. He's way stronger than Luffy.

GOKU. he can go super saiyan. he can also fly and fire energy blasts. goku can do the spirit bomb and instant transmission. he beat kid buu and omega shenron. obviously he would win against a pirate. still it would be a pretty cool fight to watch. all though i don't think it would last long unless goku went easy on him. :)
