He is actually madara uchiha, the founder of the uchiha clan.
He helped itachi in destroying their clan and is one of the 2 people? able to unlock the mangekyou sharingan. I am pretty sure sasuke cannot yet use it.
Currently is is believed he planned to use one of the sharingans traits to control the nine tailed fox and that its summoning was not accidental.
He plays a minor role in the story so far.

Contrary to popular belief, he does not lead akatsuki, a person named pain who is mysterious and odd does. He is actually 6 people that due to an eye trait called the rinnengan are able to share their eyesight. He is called the 6 paths of pain and can actually see you from 6 angles making his ability to dodge and attack very powerful.

After Sasori was killed in battle, Tobi was eager to replace Sasori as a new member of Akatsuki. Tobi was very eager to please Zetsu, however he maintained a strained relationship with Akatsuki member Deidara. Eventually Akatsuki allowed Tobi to become a member, taking over Sasori's spot. Tobi was then assigned to capture the Three-Tailed Turtle bijuu. With Deidara's help the duo managed to subdue the beast and tow it back to their base. Tobi boasted that he took out the beast with a one-hit KO jutsu.
Tobi later traveled with Deidara to hunt down Uchiha Sasuke. Deidara hoped to one day defeat Orochimaru himself, and saw Sasuke, the man who defeated Orochimaru, as a worthy replacement. When they initially confronted Sasuke, the young man quickly cut through Tobi with his sword. He fell but quickly rose again with not a cut on him, much to Sasuke's surprise. Tobi stated he was caught by surprise. Tobi sat on the sidelines for most of the fight, until Deidara needed his help placing his explosive mines underground. Deidara then had Tobi flee while he unleashed his deadly explosive jutsu. Tobi was eventually caught in the blast of Deidara's most explosive clay, C4. Zetsu informed the group of his death, and the leader Pain stated that Tobi was easily replaceable.
A short time later Pain met with a mysterious figure who gave him orders. This figure was seen to be Tobi, speaking with an ominous voice. Tobi was revealed to possess the Sharingan. He then claimed to be Uchiha Madara. Whether Tobi himself is the original Madara or something else is unknown.

Madara Uchiha
Main article: Tobi
Madara Uchiha (うちは マダラ Uchiha Madara?) spent his early life in constant competition with his younger brother. Being equal in every respect, the two constantly trained to outdo each other, leading to each acquiring their own Mangekyo Sharingan. Together they took control of the Uchiha clan, with Madara as its leader. Though it gave him immense power, the Mangekyo Sharingan eventually left Madara blind, and it was only by taking his brother's eyes that he regained his sight. Not only did this grant Madara a permanent Mangekyo Sharingan that did not cost the user their eye sight, but also gave birth to an entirely new eye technique. With this newfound strength, Madara and the rest of the Uchiha clan conquered and assimilated every clan they came across.
Madara's clan eventually banded together with that of the future First Hokage to create Konoha. Madara and the First disagreed on how to run the village, culminating in their battle at the Valley of the End. The confrontation ended with Madara losing before he disappeared from Konoha. Years after his disappearance, Madara created Akatsuki so that he could operate in the shadows, assuming the alias of Tobi. He later used his Mangekyo Sharingan to have the Nine-Tailed Demon Fox attack Konoha, though the fox was defeated by the Fourth Hokage, Minato Namikaze. His plans foiled once again, he returned to Konoha in secret, training Itachi Uchiha and later assisted him in slaughtering all of the remaining Uchiha except for Sasuke Uchiha.
Despite his immense power and immortality, which allows pyhsical attacks to pass through him, Itachi Uchiha states that Madara is far weaker than he was in his prime. This is further supported by Madara's plan to use the power of the tailed beasts to restore his Mangekyo Sharingan.

its more likely to be madara uchiha since obito did die. Tobi is Obito Uchiha because it never showed Obito die because when Kakashi left Obito he was still alive. Later Zetsu took Obitos body and brought him back to life. And Tobi only has the right eye showing on his mask because Rin transfered his left eye to kakashis left eye because it got cut out. In his left eye he has the sharingan and why would Madara Uchiha only use his right sharingan instead of both;)
