Not all the episodes are out yet, so unless you can time travel or something, you're just going to have to wait.

Episode 20 and up hasn't been subbed in English yet. Formula is the only group subbing Shugo Chara in English right now, here's their site:

Basically, episode 1-23 is avaliable raw, episode 1-19 is avaliable English subbed.

Fansub groups don't have set date for releasing anime they sub. Some groups have a list of what steps they've done and what still needs to be done, but Formula doesn't do that. Just check their site every so often, once they release, there'll be a post about it, example:
